Synopsis:

Requiring the State Lottery Commission to regulate the operation of video lottery terminals in the State; authorizing the Commission to issue licenses for video lottery terminal operation to the holders of specified horse racing licenses; authorizing the Commission to consider an application for a video lottery operation license only if the governing body of a county adopts a specified resolution; etc.
