Air Quality - Limits on Emissions from Coal-Fired Generating Units

Synopsis:

Prohibiting specified investor-owned public utilities that own or operate coal-fired generating units from exceeding lowest achievable emissions rates for oxides of nitrogen and sulfur dioxide; allowing specified investor-owned public utilities to determine their method of compliance; authorizing the Governor to enter into specified emissions allowances transfer agreements; requiring the Treasurer to hold specified emissions allowances unless otherwise authorized by statute; etc.
