Synopsis:

Establishing various penalties for specified alcohol-related driving offenses; repealing the right of a person not to be compelled to submit to a specified test for alcohol, drugs, or controlled dangerous substances; making a refusal of a person to submit to a test for alcohol, drugs, or controlled dangerous substances a misdemeanor; requiring the Motor Vehicle Administration to assess points against the driver's license of a person who is convicted of refusing to submit to a test; etc.
