Environment - Air Quality - Reducing Emissions of Four Pollutants from Power Plants

Synopsis:

Requiring a person who owns, leases, operates, or controls specified power plants to limit emissions of nitrogen and sulfur dioxide to specified levels after specified dates and to reduce emissions of mercury and carbon dioxide by specified rates after specified dates; permitting emissions of carbon dioxide in excess of a specified amount to be offset by carbon dioxide emission reductions at other power plants, by vegetative sequestration measures, or by reductions achieved outside the State; etc.
