Entitled:: Maryland Patients' Access to Quality Health Care Act of 2004 - Implementation and Corrective Provisions

Requiring the Secretary of Health and Mental Hygiene, in consultation with the Maryland Insurance Commissioner, when developing specified rates to take into account specified expenses imposed on managed care organizations; permitting a circuit court to impose a specified fine under specified circumstances; authorizing a circuit court to impose a civil penalty under specified circumstances; etc.
