Synopsis:

Establishing the Department of Personnel; establishing the Secretary of Personnel as the head of the Department; establishing the duties and powers of the Secretary; transferring responsibility for the State Personnel Management System from the Department of Budget and Management to the Department of Personnel; limiting the positions that may be classified as special appointments in the State Personnel and Management System; eliminating the Department of Transportation human resources management system; etc.
