Requiring an insurer that issues a policy of homeowner's insurance or motor vehicle liability insurance in the State to send a specified notice of intention to cancel or not to renew the policy by certified mail, return receipt requested, bearing a postmark from the United States Postal Service, under specified circumstances; and providing for the application of the Act.
