Synopsis:

Establishing the Clean Power Grant Fund; establishing that the purpose of the Fund is to provide grants to specified electric generating facilities for 40% of the costs of acquiring and installing specified emission controls; requiring the Secretary of the Environment to administer the Fund; establishing the composition of the Fund; requiring the Department to adopt regulations for administering the Fund; providing for specified incremental reductions of the Maryland-mined coal tax credit; etc.
