Synopsis:

Requiring local boards of elections to establish specified precincts at specified institutions of higher education; requiring the institutions to provide specified facilities and services to the local board; requiring that local boards, when establishing early voting polling places, select sites that are consistent with specified criteria established by the State Board of Elections; requiring specified polling places be equipped with a specified computer device; etc.
