Synopsis:

Authorizing the Department of Budget and Management to establish fees for the use of eMaryland Marketplace by entities that publish a notice of a procurement, conduct a procurement, or publish a notice of award; repealing specified procedures for deducting and retaining specified fees from a procurement contract price to pay the costs of operating eMaryland Marketplace; and providing for a delayed effective date.
