Authorizing the creation of a State Debt not to exceed $135,000, the
proceeds to be used as a grant to the Board of Directors of the Young
Men's Christian Association of Frederick County, Maryland, Inc. for
the planning, design, construction, reconstruction, repair,
renovation, and capital equipping of a handicap accessible entrance at
the YMCA, located in Frederick; prohibiting the use of the loan
proceeds or matching fund for sectarian religious purposes; etc.
