Requiring the Maryland-National Capital Park and Planning Commission in the Maryland-Washington Regional District to consider specified information relating to existing hiking, biking, and walking trails in the Commission's review of specified proposed construction projects; requiring the Commission to communicate its reasons to specified persons if the Commission does not approve a specified proposed facility without conditions under specified circumstances; etc.
