establish aquaculture limits; authorizing the Department of Natural

coordinates by regulation under specified circumstances; altering and
establishing restrictions for Aquaculture Enterprise Zones and leases;
providing that the Department may only issue a shellfish lease to a
corporation under specified circumstances; etc.
