Requiring each electric company and gas company and the Department of Housing and Community Development to develop a plan for achieving certain energy efficiency, conservation, and greenhouse gas emissions reduction targets through certain programs and services; requiring the Public Service Commission to establish and determine certain greenhouse gas emissions reduction targets; establishing the Green and Healthy Task Force to analyze and advance the coordination of resources to address the housing needs of low-income communities; etc.
