Altering provisions of law relating to the jurisdiction of the juvenile court; providing that a child who is under 13 years of age is not subject to the jurisdiction of the juvenile court and may not be charged with a crime; establishing an exception to the requirement that a certain intake officer must forward a complaint alleging the commission of an act that would be a felony if committed by an adult and copy of a certain intake case file to the State's Attorney under certain circumstances; etc.
