Synopsis
Requiring the Public Service Commission, by regulation or order, to require that customers are provided access to certain charges for electricity service; requiring the Commission to determine the terms and conditions of transitional electric service and default service; requiring the Commission to administer the transition to default service through a competitive assignment process beginning with electric service rendered on October 1, 2023, and thereafter; etc.
