Synopsis
Requiring each county to establish a certain program allowing a member of the public to submit video evidence of an alleged violation of the Illegal Dumping and Litter Control Law to an appropriate enforcement unit within the jurisdiction; and requiring a program established under the Act to allow a member of the public to receive half the total amount of any fines collected in relation to the violation of the Illegal Dumping and Litter Control Law if the video evidence leads to a conviction.
