Clarifying that certain provisions of law that govern the release of a lot from certain easement restrictions by the Maryland Agricultural Land Preservation Foundation for the use of a child of a certain landowner apply to the release of a lot for the use of a stepchild of the landowner; and applying the Act retroactively.
