Prohibiting the Department of the Environment from processing or making any recommendation on a certain application submitted for the purpose of constructing a confined aquatic disposal cell within 5 miles of a residential overburdened community; and prohibiting the Board of Public Works from approving a certain application submitted for the purpose of constructing a confined aquatic disposal cell within 5 miles of a residential overburdened community.
