Requiring the Mayor and City Council of Baltimore City to use a portion of specified Program Open Space funding for grants to acquire property in the Windsor Hills area of Baltimore City that will protect and enhance Gwynns Falls/Leakin Park and associated conservation trails; providing that Baltimore City may not use specified grant funds for any other purpose until the specified property is acquired; requiring the Department of Natural Resources to determine when a specified requirement is met; etc.
