Synopsis

Establishing the Maryland Rail Authority and the powers and duties that the Rail Authority, acting on behalf of the Department of Transportation, has with respect to the supervision, financing, construction, operation, maintenance, and repair of railroad facilities projects; altering the membership of the Maryland Transportation Authority to include the Executive Director of the Rail Authority; prohibiting the Transportation Authority from passing a budget plan that exceeds $2,800,000,000; etc.
