Authorizing an overseas voter to register to vote and vote in federal, State, and local elections in the county where the individual last resided before departing from the United States and was eligible to be registered to vote before departing from the United States; and prohibiting an election director from removing an individual from a statewide voter registration list under certain circumstances.
