Synopsis
Modifying the circumstances under which a police officer is required to charge by citation for certain misdemeanor or local ordinance violations that have an imprisonment penalty of up to 90 days and do not involve serious injury or an immediate health risk; requiring the Maryland Police Training and Standards Commission to develop and maintain a certain uniform statewide training and certification curriculum to ensure the use of best practices in the issuance of citations in lieu of arrest; etc.
