Requiring that individuals have access to legal representation in certain foreclosure proceedings; establishing the Access to Counsel in Foreclosure Proceedings Program to organize and direct services and resources to provide covered individuals with access to certain legal representation; establishing a Special Fund to provide funding to fully implement access to legal representation in foreclosure proceedings; requiring the Maryland Legal Services Corporation to provide access to legal representation under the Program; etc.
