Authorizing the State Board of Professional Counselors and Therapists to issue a provisional license for one year to an individual to practice clinical alcohol and drug counseling, clinical marriage and family therapy, clinical professional art therapy, or clinical professional counseling under specified circumstances; establishing specified qualifications and application requirements for the provisional license; requiring the Board to issue a provisional license under specified circumstances; etc.
