Synopsis

Authorizing a driver of a vehicle to drive across the left side of a roadway in a no-passing zone, if it is safe to do so, while overtaking and passing a bicycle, an EPAMD, or a motor scooter; and repealing an exception that applies under specified circumstances to the requirement that a driver of a vehicle, when overtaking a bicycle, an EPAMD, or a motor scooter, pass safely at a specified minimum distance.
