Synopsis

Requiring that specified regulations related to the Small Business Preference Program include a requirement that a business participate in a specified workshop or a similar program in order to qualify as a small business; and requiring that specified regulations related to the Minority Business Participation Program include a requirement that a minority business enterprise participate in a specified workshop or similar program in order to be certified.
