Requiring operators of certain residential child care programs to ensure that the children of whom they have legal custody or care and control are provided with regularly scheduled time to study to support the children's academic work, assistance with home assignments, projects, and test preparation, and support for participation in extracurricular activities; and requiring that applicants to be child and youth care practitioners undergo certain training.
