Requiring the governing body of a municipal corporation, in selecting classes of property subject to a municipal corporation property tax, to establish such classes of taxable property only in an ordinance that is separate from the municipal corporation's annual budget ordinance under specified circumstances; applying the Act to taxable years beginning after June 30, 2015; etc.
