Synopsis

Establishing the Pay It Forward Program to encourage and facilitate foundations and other organizations to partner with the Maryland Higher Education Commission and historically black colleges and universities to pay the tuition and fees of students enrolled in the institutions with the promise of repayment from the students' gross income after graduation; requiring the Commission to implement and administer the Program; establishing the Pay It Forward Fund; requiring the Commission to administer the Fund; etc.
