Prohibiting, after October 1, 2015, a person from registering a tow truck unless the person obtains a towing license; authorizing a police department to take an improperly registered tow truck into custody; requiring, after October 1, 2015, a person to obtain a license from the Motor Vehicle Administration before driving a tow truck in the State, operating a towing service in the State, or operating a specified vehicle storage facility in the State; establishing the Towing Regulation Advisory Board in the MVA; etc.
