Synopsis

Establishing the Maryland Rail Authority; adding the Executive Director of the Rail Authority as an ex officio member of the Maryland Transportation Authority; prohibiting the Transportation Authority from passing an operating budget or capital improvement plan that exceeds $2,800,000,000; authorizing the Transportation Authority, by resolution, to finance the cost of transportation facilities projects and borrow money for that purpose, after obtaining the consent of the Rail Authority; etc.
