Authorizing the holder of a Class A beer, wine, and liquor license in Wicomico County to elect to purchase certain wine and liquor from a licensed wholesaler rather than from the Liquor Control Board for the county under certain circumstances; excepting certain purchases from the monopoly on the sale and distribution of certain wine and liquor held by the Liquor Control Board; requiring the license holder to provide notice to the Liquor Control Board of the holder's intention to purchase from a licensed wholesaler in a certain manner; etc.
