Requiring an individual to provide reasonable assistance to another individual who is under threat of or has incurred serious physical injury if providing assistance does not endanger self or others; establishing a civil penalty of $250 for a violation of the Act; providing civil immunity to an individual who renders reasonable assistance to another individual under the Act subject to certain conditions; and providing for the construction of the Act.
