Synopsis
Prohibiting an electric company from installing a smart meter on a customer's premises without the explicit written consent of the customer; requiring a specified electric company to give specified written notice to specified customers before installing smart meters on a customer's premises under specified circumstances; and requiring a specified notice to disclose specified costs and state that a customer has the option to refuse the installation of a smart meter in a specified manner.
