Requiring the State to provide a $32,000,000 block grant from the General Fund of the State in 2015, which shall be adjusted each fiscal year for transportation projects and transportation-related capital improvements in Montgomery County; specifying how the block grant money may be used; providing that the block grant is supplemental to and is not intended to take the place of funding that otherwise would be appropriated for transportation purposes in Montgomery County from any other source; etc.
