Requiring that the official who is authorized or required to fill a vacancy in the office of Clerk of the Circuit Court, Judge of the Orphans' Court, Register of Wills, Sheriff, Attorney General, State's Attorney, or the Comptroller appoint a person to fill the vacancy from a person whose name is submitted in writing to the appointing authority, within a specified time period, by a specified Central Committee or specified Central Committees; etc.
