Authorizing the creation of a State Debt in the amount of $500,000, the proceeds to be used as a grant to the Board of Directors of the Maryland State Fair and Agricultural Society, Incorporated for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Exhibition Hall at the Maryland State Fairgrounds, located in Baltimore County; providing for the disbursement of the loan proceeds, subject to a certain requirement; etc.
