Synopsis

Requiring that contractual employees in the State Personnel Management System who have been employed in a contractual position for a continuous period of 60 months be allowed to transfer to a budgeted position; and requiring specified independent personnel systems in State government to transfer a contractual employee who has been employed in a contractual position for a continuous period of 60 months to a permanent position.
