Synopsis

Requiring that a specified organization representing standardbred owners and trainers set an amount not less than 1% or more than 2% to be deducted from purses offered in specified races to be paid to the organization; and repealing specified requirements concerning the rehiring of specified workers and the recognition of specified collective bargaining agreements that a holder of a racing license at Rosecroft Raceway must meet to obtain assistance from a specified account.
