Requiring that property owned by Baltimore County be charged a specified stormwater remediation fee unless the Baltimore County Board of Education holds the property in trust for the benefit of a school, the school system, or a community college; prohibiting a specified stormwater remediation fee charged to a commercial property in Baltimore County from exceeding 50% of the county property tax assessed on the property; limiting the stormwater remediation fee for a residential property charged by Baltimore County; etc.
