Proposing an amendment to the Maryland Constitution establishing that Article 21 of the Declaration of Rights may not be construed to require the Office of the Public Defender to represent a defendant at an initial appearance before a District Court commissioner; and submitting the amendment to the qualified voters of the State for their adoption or rejection.
