in need of assistance; specifying the parties to proceedings under the
Act; granting to the Juvenile Court in each county original exclusive
jurisdiction over proceedings concerning the emancipation of a child
before reaching 18 years of age and proceedings under the Maryland
Uniform Custody Jurisdiction Act; altering the procedures for filing,
authorizing, and denying a petition to a child in need of assistance
case; etc.
