custody of a local correctional facility may be placed in home
detention; requiring an inmate placed in home detention under the Act
to live in a private dwelling approved by the chief administrator of
the local correctional facility; specifying the means by which an
inmate placed in home detention under the Act shall be supervised;
providing for the licensing of home detention monitoring companies and
the certification of monitoring agents; etc.
