Synopsis:

Prohibiting the Department of the Environment from issuing a sewage sludge utilization permit for use on land in the Chesapeake Bay Critical Area unless the applicable local governing bodies have reviewed and approved the proposed permit and any conditions or restrictions placed on the permit.
