Establishing that a Governor-elect shall assume office on the first
Wednesday of January following the election, except that if Wednesday
is the first day of January, the term of office shall commence on the
first Thursday of January; repealing the requirement that the election
returns be sealed and delivered to the Speaker of the House of
Delegates; repealing the power of the Speaker to open the returns;
etc.
