Requiring institutions of higher education in the State that offer
teacher training programs to receive national accreditation or, under
specified circumstances, a waiver from the requirement; requiring that
accreditation be done in a specified manner and completed by a
specified date; requiring the Maryland Department of Education, in
connection with the accreditation program, to develop and administer a
program of technical assistance, to pay specified fees, and to adopt
specified regulations; etc.
