Requiring water and sewer pipelines, facilities, and connections to be constructed by specified owners and developers; requiring specified owners and developers to enter into agreements with the WSSC; requiring dedication of specified facilities to the WSSC; altering the payment procedure and schedule for the system development charge; allowing the system development charge to be increased in a certain manner; etc.
