Synopsis:

Altering the schedule for the payment of a system development charge to the Washington Suburban Sanitary Commission (WSSC); establishing a maximum system development charge per fixture unit by a certain date; establishing a maximum system development charge based on the number of toilets per dwelling; and authorizing a change in the maximum system development charge on an annual basis and by a certain amount.
