Synopsis:

Modifying the Washington Suburban Sanitary Commission budgetary process to eliminate approval should the County Councils of Montgomery County and Prince George's County not concur in any change; requiring the WSSC to adopt an alternative budget if concurrence is not reached; requiring approval by both County Councils for WSSC water or sewer rate increases; etc.
